Karena judulnya aja ke Kabupaten yang baru dibentuk,waktu diutus perasaan ini galau (aduh bahasaku).

Kali ini perjalanan dinas ke Meureudu, Kabupaten Pidie Jaya. Selain mikir dimana aku nginep dan makannya gimana??? Kabarnya daerah ini masih rentan konflik dan waktu keberangkatanku bertepatan dengan Pemilihan Bupati Meureudu (25/10/08).  Si Bos sempat ragu, tapi akhirnya aku tetap pergi juga.

Sampai di Meureudu sudah lewat Maghrib dan bukan seperti Kota Kabupaten lain yang terletak di pinggir jalan, kota Meureudu masuk ke dalam jalan kampung. Bang driver aja jiper apalagi aku. Takut tiba-tiba di stop “awak nanggroe” (GAM). Akhirnya kita nyampe juga di tempat yang akan ditinggali, bukan hotel dan sejenisnya, tapi menyewa kamar penduduk setempat. Lumayan mewah, tempat tidurnya aja versi penganten dengan tiang-tiang dan renda-renda walau tanpa AC dan TV.

Nah, malam pertama ini aku sudah sah dikatakan “melancong” karena setelah mandi aku, Bang Ipur (driver), dan Maimun (instruktur lain) pergi dinner makan Nasi Goreng Meureudu dan sempat ke pasar yang jaraknya berdekatan dengan berjalan kaki untuk membeli sepasang Piyama baru :)

Oh iya…soal pemilihan bupati, ternyata adem ayem aja. Ngga ada ribut-ribut kayak Pilkada di tipi-tipi (padahal ini kan didaerah konflik), malah seluruh penduduk semangat sampe tengah malam nyantronin tempat penghitungan suara, nunggu siapa yang menang. Dan kabarnya tiap kampanye juga adem-adem aja, masyarakatnya udah cukup cerdas dan cape kali yah dengan konflik, jadi kebal provokator :)

Dilemma of SDI implementation in Aceh

Phiewh..I’m daring my self to speak about this complex issue. But again..it’s from my personal side.

After the disaster in Aceh and Nias in 2004, there is a lot of good data circulated in Aceh and Nias from recovery community which come from different agency to support the rehabilitation and reconstruction phase. Due to transition phase and to hand over the regional planning, in 2006 many international agency start a capacity building program for students and government in different sector, including GIS (Geographic Information System) and SDI. According to database of trained people in GIS, GPS and Remote Sensing in SIM-Centre (my office) we have trained almost 600 people.

Going together for SDI implementation Aceh province also have Aceh Geospatial Data Centre (AGDC) which now located in Bappeda Office. The mission is to implement SDI in Aceh and connect to Bakosurtanal (National Survey and Mapping Agency), as a place to manage all historical data existing in Aceh before and after Tsunami disaster  and as data and mapping “one stop shop”. This AGDC having staff  member from 15 main Government agency in provincial level.

With a skilled person runs the AGDC and with a lot of data supporting including International assistance, SDI implementation should be easier. Ironiccaly, this GIS and SDI awareness is very hard to reach the higher level in Aceh. So it slows down the process. Sectoral Egoism is still dominating, no open access to data which caused overlap data existing, not to mention there is different number of same data  from different sources. The high budget to run GIS sistem also made this sistem very hard to fight for.

SDI is Spatial Data Infrastructure, a framework of spatial data, metadata and other geospatial element with the user and tools that will guide all component to work together so the spatial data and other supporting data can be used in efficient and flexible way.

Lets make it simple…This SDI deliver the open accesibility of data for various user, data exchange, from government, industry and common people using technology, good skilled human resources, policy agreed by government and standard to develop data. Example for public user: if you need data, you know where to find it (with an official website or agency), you also will get the metadata  (description of the data, who is doing for what, when), standard data and not to be confused with redundant data, it must be free of charge and if you have to pay it was official number and reasonable.

The reason of writing about this because I am tooooo excited of this project but also pesimistic and also bearish with the condition but I am also positively sure this can be implement here. It will be a pilot province in Indonesia and if it success, other province will follow. South Sumatra representatives has come to learn from Aceh. Result of this SDI, the government and the development will be manageble, investor will come, all sector project is easier to be monitored, also many positive thing for better Aceh.

Rencananya aku pengen hari ini lebih nyantai aja, semua kerjaan diselesaikan kemaren.

Tapi kenyataannya, awal hari udah dimulai dengan Meeting serius dengan Bosnya UNORC-IAS  untuk supporting data buat AcehInfo mereka. Belom kelar dengan IAS, udah waiting list orang PelaGIS dan FFI. Mantapppp. Belom sampe disitu karena berarti meeting=buat laporan.
